He has been with the company for 16 years, starting as a design engineer. In his role as Principal Engineer, Tracy is the primary manager of the firm and the coordinator of numerous commercial, industrial, institutional, and residential projects. Prior experience includes 7 years with Polaris Engineering and Surveying, Inc. in Port Angeles. His experience in the various aspects of civil engineering including site design, infrastructure design, structural analysis, and materials testing provide the firm with a manager who can efficiently design, review, and coordinate projects. He also works with local municipal building departments as an ICBO Plans Examiner, providing those agencies with expertise in the review of projects for compliance with the International Building Code. Tracy’s areas of expertise include infrastructure design, structural analysis, and commercial plan review for compliance with the International Building Code. Representative projects that he has worked on include the plan review of the new Port Angeles Gateway and Transportation Center, the Peninsula College Science and Technology Building, and the Sequim Health and Rehabilitation Center. Structural design projects completed under Tracy’s direction include Marine View Beverage Warehouse, Hartnagel’s Building Supply retail store, the new Wilder Auto Center Honda facility in Port Angeles, as well as numerous large single and multi-family residential projects. Tracy has also been the lead designer of the North Peninsula Building Association’s Linn Acres Subdivision, a project designed to meet the goals of Low Impact Design as set forth in the Puget Sound Action Team’s Low Impact Development Manual. |
Scott HeadrickTitle: Engineering Manager

Inc.’s lead engineer in roadway and site grading design and currently performs site, roadway, and infrastructure design and review, structural analysis for residential and commercial buildings, construction inspection and materials testing. He started with the firm in 2003 as an Engineering Technician, progressing through Design Engineer to Senior Design Engineer to Engineering Manager. In Scott’s role as Engineering Manager, he is responsible for the coordination and initial review of the work product of a staff of three graduate engineers, all of whom have earned their Engineer-in-Training certificates. Scott also provides liaison with a number of local jurisdictions, including the City of Sequim, City of Port Angeles, Clallam County, and Clallam County P.U.D. #1. Current site development projects being completed under Scott’s direction include the new 25,000 square foot FedEx Ground Distribution Center in Port Angeles and the new 30,000 square foot Administration Building for Clallam County PUD #1. Scott has extensive knowledge of the International Building Code. He has also taught classes in computer-aided drafting using AutoCad. In addition, Scott has completed courses in the Civil 3-D design series for site and infrastructure design and is proficient in the use of RISA 2-D structural analysis software. |
Seth RodmanTitle: Senior Design Engineer

Years Employed by Firm: 11 Total Years of Experience: 12 Education: B.S. in Civil Engineering University of Idaho, 2010 Registrations/Licenses: Professional Engineer / WA / 2016 /#53777 Certified Erosion and Sediment Control Lead / WA / 2013 /#ECO-3-5061509 Seth Rodman’s work at Zenovic & Associates, Inc. has consisted primarily of design and construction support for major public works infrastructure projects in the Clallam County area. He has prepared the final bid documents for several significant projects, such as Phase 2 of the Port Angeles Waterfront Transportation Improvements Plan and for the Site Improvements for the new Clallam County PUD #1 administration building project in Sequim. Seth has extensive “on the ground” heavy construction experience in addition to performing construction support services for the projects noted above. Seth also provides expertise in construction and permanent stormwater management system design, operation, monitoring, and documentation. He has provided these services on residential, commercial, institutional, and industrial projects and is very familiar with State of Washington Department of Ecology requirements for stormwater design using the Western Washington Stormwater Management Manual and monitoring in conformance with the National Pollution Discharge Elimination System protocols. Seth has served as the lead designer for several major projects including the beach, trail, and upland park phases of new waterfront park in Port Angeles, the new parking lot development project for Peninsula Behavioral Health, the site redevelopment for Camp Beausite NW, and the Mt. Angeles View Redevelopment project and the Wildwood Terrace Site Improvements project for the Peninsula Housing Authority. All of these projects required the integration of new utilities, roadways, pedestrian routes, and storm water facilities into pre-existing surrounding improvements. Seth also provided liaison with affected agencies during the permitting and construction process. In addition to his other duties, Seth is currently monitoring the construction of improvements to the Port of Port Angeles’ Terminal 1. Terminal 1 is the Port’s largest docking facility, able to service ships up to 1200 feet in length. His work includes monitoring the installation of piles along Port Angeles Harbor, documentation of pile removal, and concrete and reinforcing steel inspection. Adjunct to this work is assisting the Port on dolphin repairs and the construction of a new headline dolphin for Terminal 3, the Port’s primary log ship docking berth, able to serve ships up to 445 feet long. |
